Is Internet a Utility? Leases, Proof of Address, Taxes and Budgets

By Dixon App Studio · Updated

Usually not. In most leases, utility company terms and everyday use, "utilities" means electricity, gas, water, sewer and trash, and internet is a separate bill. But the answer depends on who is asking. A landlord, a government office checking your address, the IRS and your own budget each treat it differently.

In a lease

Read the lease's own wording. "Utilities included" normally covers some or all of electricity, gas, water, sewer and trash; internet and cable TV are usually listed separately if they're included at all. If the lease just says "utilities included", ask the landlord in writing whether internet is part of it before you sign. When you split rent with roommates, put internet on the list of shared bills explicitly; the rent split calculator and split bill calculator handle the maths.

As proof of address

Many banks, schools and government offices ask for "a utility bill" to prove where you live. Whether an internet or cable bill counts depends on that office's list of accepted documents: some accept any bill from a service company with your name and address, others only accept gas, electric or water. Check the list (for a driver's licence or REAL ID, your state DMV publishes it) before you go, and bring the most recent bill showing your full name and the service address. A printout of an online bill is usually fine; screenshots often aren't.

Under the law

Electricity, gas and water companies are regulated as public utilities by state utility commissions. Home internet isn't. In 2024 the Federal Communications Commission voted to regulate broadband like a telecommunications utility under Title II of the Communications Act, but on January 2, 2025 the U.S. Court of Appeals for the Sixth Circuit struck that rule down (Ohio Telecom Association v. FCC). So at the federal level, broadband is not a regulated utility.

On your taxes

  • Self-employed: the business-use share of your internet bill is a deductible business expense. If you use it 40% for work, 40% of the bill is deductible. IRS Publication 587 (Business Use of Your Home) covers how utilities and internet are handled with a home office.
  • Employees: W-2 employees generally can't deduct internet on a federal return, even when they work from home. Ask your employer whether it reimburses part of the bill.

The self-employment tax calculator shows what a deduction is worth at your income.

In your budget

Budget it like a utility even though it isn't one. It's a fixed monthly bill that most households treat as a need: in the 50/30/20 budget it belongs in the 50% needs share, next to electricity and water. Add it to your monthly bills list with its due date, and note when any promotional price ends so the increase doesn't surprise you.

Help paying for internet

The federal Affordable Connectivity Program ended on June 1, 2024 after its funding ran out. The FCC's Lifeline program still gives eligible low-income households a monthly discount on phone or internet service (up to $9.25 a month, more on Tribal lands), and many providers offer their own low-income plans. Lifeline is applied for through the National Verifier at lifelinesupport.org.

Frequently asked questions

Is internet considered a utility?

In most leases, utility company terms and household budgets, no: utilities means electricity, gas, water, sewer and trash, and internet is a separate bill. Some offices accept an internet bill as proof of address, and many people budget for it like a utility.

Does an internet bill count as a utility bill for proof of address?

It depends on the office. Some accept any service bill with your name and address; others only accept gas, electric or water. Check the accepted documents list first, such as your state DMV's list for a driver's licence or REAL ID.

Not usually. Ask the landlord in writing before signing; internet and cable are normally named separately if they're included.

If you're self-employed, the business-use percentage is deductible. W-2 employees generally can't deduct it on a federal return.

Is internet a regulated utility?

Not federally. The FCC's 2024 rule treating broadband as a Title II telecommunications service was struck down by the Sixth Circuit Court of Appeals on January 2, 2025.

Is there government help with internet bills?

The Affordable Connectivity Program ended on June 1, 2024. The FCC's Lifeline program still discounts phone or internet service for eligible low-income households, and many providers have their own low-cost plans.
